It's official in Florida: Blacks can't be held to same standards

Thomas Lifson

The  deep internal contradictions of liberal race dogma have reached their logical,  horrifying conclusion at the hands of the Florida State Board of Education. CBS  Tampa reports:

The  Florida State Board of Education passed a plan that sets goals for studentshttp://images.intellitxt.com/ast/adTypes/icon1.png in math and reading based upon their  race.

On  Tuesday, the board passed a revised strategic plan that says that by 2018, it  wants 90 percent of Asian students, 88 percent of white students, 81 percent of  Hispanics and 74 percent of black students to be reading at or above grade  level. For math, the goals are 92 percent of Asian kids to be proficient, whites  at 86 percent, Hispanics at 80 percent and blacks at 74 percent. It also  measures by other groupings, such as poverty and disabilities, reported the Palm  Beach Post.

The  message sent to young people is clear:  blacks, Hispanics, and whites  simply cannot be expected to perform at the level of Asians. There is a racial  hierarchy of acceptable achievement proclaimed an official government body. Not  since the days of segregation has a state officially proclaimed such a  pernicious racial doctrine.

Predictably  and justifiably, the insult is being taken for what it is:

"To  expect less from one demographic and more from another is just a little  off-base," Juan Lopez, magnet coordinator at John F. Kennedy Middle School in  Riviera Beach, told the Palm Beach Post.

JFK  Middle has a black student population of about 88 percent.

"Our  kids, although they come from different socioeconomic backgrounds, they still  have the ability to learn," Lopez said. "To dumb down the expectations for one  group, that seems a little unfair."

It  is more than a little unfair, it is a gross outrage, and it will harm the  children, the schools, and society at large, if this sort of action  spreads.

The  forces at work here are clear.

On  the one hand, we have liberal multicultural dogma that assert all cultures are  intrinsically equal, and that there is no reason for one group to adopt the  values and habits of another group which achieves at higher levels. If too many  blacks cannot pass a firefighters test, then that test itself must be  racist.

On  the other hand, we have the bureaucratic necessity of measuring teachers' and  students' performance. Teachers argue that they cannot be held responsible for  correcting the problems that some children show up with in their classrooms,  that students who come from chaotic home environments, who have never been  exposed to books or who are unsupervised, cannot be brought up to minimal  standards such as reading at or above grade level.

Because  teachers will be evaluated based on how many students meet the standards, the  teachers see their careers on the line, if they happen to work at a school where  many students come from dysfunctional home environments. Their self-interest  demands they seek relief from being held accountable for solving a problem they  believe they did not create and cannot overcome.

So  when a major liberal interest groups like teachers (and their unions) run up  against the fallacious multicultural doctrine of cultural equivalency, self  interest wins out. And the children lose. That is the leitmotif of public  education for the last half century.

Until  public education is able to distinguish habits and values from ethnicity, and  proclaim that certain values (which happen to be more widely embraced in certain  ethnicities than others) lead to success, and ought to be emulated by all, and  that failure to embrace values and habits of study leads to consequences more  serious than social promotion to the next grade, this mess will continue its  devolution into outright racism.

Clear  standards, uniformly applied, offer the only way for people who wish to overcome  their parents' failures to better themselves. This means telling students that  they must reject habits and attitudes that lead to failure. Even if they can  point to some alleged "legacy of racism" as some justification for the attitudes  and habits that do not serve them.

Palm Beach, Fla. (CBS TAMPA) – The Florida State Board of Education passed a plan that sets goals for students in math and reading based upon their race.

The plan has infuriated many community activists in Palm Beach County and across the state.

“To expect less from one demographic and more from another is just a little off-base,” Juan Lopez, magnet coordinator at John F. Kennedy Middle School in Riviera Beach, told the Palm Beach Post.

JFK Middle has a black student population of about 88 percent.

Our kids, although they come from different socioeconomic backgrounds, they still have the ability to learn,” Lopez said. “To dumb down the expectations for one group, that seems a little unfair.”

Others in the community agreed with Lopez’s assessment. But the Florida Department of Education said the goals recognize that not every group is starting from the same point and are meant to be ambitious but realistic.

As an example, the percentage of white students scoring at or above grade level (as measured by whether they scored a 3 or higher on the reading FCAT) was 69 percent in 2011-2012, according to the state. For black students, it was 38 percent, and for Hispanics, it was 53 percent.

In addition, State Board of Education Chairwoman Kathleen Shanahan said that setting goals for different subgroups was needed to comply with terms of a waiver that Florida and 32 other states have from some provisions of the federal No Child Left Behind Act. These waivers were used to make the states independent from some federal regulations.

“We have set a very high goal for all students to reach in Florida,” Shanahan said.

But Palm Beach County School Board vice-chairwoman Debra Robinson isn’t buying the rationale.

“I’m somewhere between complete and utter disgust and anger and disappointment with humanity,” Robinson told the Post. She said she has been receiving complaints from upset black and Hispanic parents since the state board took its action this week.

Robinson called the state board’s actions essentially “proclaiming racism” and said she wants Palm Beach County to continue to educate every child with the same expectations, regardless of race.

IF A PERSON DOESN'T KNOW HOW TO PUT OUT A FIRE BECAUSE THEY COULD NOT PASS THE TEST THEN THEY SHOULD NOT BE GIVEN A FIRETERS JOB.IF A BANKER CAN'T DO MATH THEY NEED TO FIND A JOB THEY CAN DO.

ALL STUDENTS NEED TO PASS THE SAME TEST AND GET A HIGH SCORE.

I WOULD NOT WANT A FIREFIGHTER COME TO MY HOUSE WHO DID NOT KNOW WHAT TO DO.

This is nothing more than a bunch of underqualified teachers trying to play the blame=game...  Florida schools have been sub-standard since as long as I can remember..I am very grateful that my dad moved back to Michigan in 1948 after two years in FL,  because he wanted me to attend good schools....We returned for a visit to some relatives in 1957...At the local theatre in Dade City, there were two drinking fountains--one marked white only, the other marked black only...the white one was squeekie clean, the black only one looked more like a toilet which had not been cleaned in a month....I mouthed off to my aunt saying this is wierd, I have never seen anything like this...shut up kid this is the way we do things here....Dad! lets soon get back home to Michigan...

Then as a college student in 1960 I was privileged to have a roomate from Nigeria, full academic scholarship, all A student who helped me get thru advanced math..That knowledge of advanced math got me good jobs, early retirement and financial independance at age 36...  Anyone who thinks chinese students are smarter than others  needs a reality check...My first trip as a Naval Officer to Hong Kong in late 1964 taught me that there were lots of cheap goods for sale there....Turns out most of them were copied from the US or Germany..Taiwan the same, later Shanghai the same.A bunch of copycats.....Just like the dirty drinking fountain mentality,,,nothing much has changed in FL..China is trying and succeeding to some extent, stealing from the US...Mitt knows that and has well expressed his concern.......Nobody calls a Michigander or a Western Nevadan a dumm cracker...Enuff said//

No child left behind! Dumb down all kids!

Unfortunately in low income areas I think there is a disconnect with teachers. I believe that this entire problem begins in the home, both parents working- unruly kids are sent to school without the benefit of anyone who can handle the situation. Teachers can't teach in a class room that is overcrowded with multi- lingual unruly brats.

The kids who want to learn are caught in the trap!

I believe that potus has turned his fellow citizens of color upside down and inside out-

The color of skin is now the conscienceless driver!  Any person on earth can limit their intelligence by lack of desire for knowledge. These folks have no drive to succeed due to the ease of acquiring Freebies and using the color of their skin to advance- just because! They watch their parents collect from the Gov, and they grow up and never get weened off the teat!

and then you have teachers falsifying test scores to make themselves look better! I do not think anyone deserves tenure!

The entire Education system is a mess! Just like every other over regulated area...

edited for PC etiquette ! UGH!

Hi again Suzie:  we both well know that job 1 for any student is learning how to read...Everything else flows from that most valuable skill... A great teacher taught my first born son to read McGuffies grade one and two when he was only four years old....she only had six students... Later, his three sisters benefitted immensely when mom sat down with all four kids and read to them....They associated a mothers love with reading; so all four still love to read... It is our PUBLIC  education that is a mess....The private system is producing college ready students..

.Another example from my own experiences as a child...I was forced to take piano lessons and practice piano when all my school buddies were out playing touch futbol...  Needless to say I was not a very good student...then at seventh grade I found a teacher who really knew how to teach, loved to play, would play for me for five minutes after each lesson....I could not wait for that weekly lesson...That fine lady knew how to motivate her students.... The focus should be in our great society:  how do we motivate teachers and get the best of the best to teach our kids..Penalties do not work, Incentives do.... The kids are open to all suggestions and teaching techniques and they well know when no one in their life gives a darn...It is all about caring...If no one cares about a childs education; then that child picks it up right away and turns to other sources of love...Unless a child finds early in life a love for education, then it will be one excuse after another....

 So nicely stated! Thank you.

From my own experience- I am a "victim" (for lack of a better word!) of the flip side of the coin. Uncaring teachers (  picture poor kid moves into a wealthy target district- 3rd grade! Yikes!) and horrible bully kids- therefor I never had the desire to learn as a kid. I found that desire much later in life more from personal mentors than anything-  at 13 I fell under the wings of a Librarian who ended up becoming my first Mother in Law... hence I know a little about a lot! LOL!!! Very broad but not too deep!LOL! She was brilliant but a total looneytoons!!

But imagine when the kids never find that light?

I am so proud of my daughter for homeschooling my Grandson! Boy that is a full time job!

Dear Suzie: humans are by nature competitive...  The differences in appearances, black skin, flat nose, light skin pointy nose etc can all  be traced to environmental adaptations...Hey there,  Darwin called females inferior....not much media coverage on that one... Your story is different than mine; but the principle remains the same...All students need a good teacher... I surely have my doubts about homeschooling...  Interraction with other students, helping with homework, competition etc are all lost when one sits in  front of a computer screen or just listens to mom and looks at some papers... Home schooling means a stay at home mom....that is very rare these days...all the best.

Oh Believe me this kids calendar is so full of interactions that' s another full time job! Tae Kwan do (SP?) , home school academy 2 days,  community j. theater, all kinds of other classes and at 9 yrs old he is so darn smart and a real sharp wit! He makes me laugh! Ca. law requires affiliation with a home school academy for the curriculum - there are groups out there called "Un School" now those scare me! They do not follow any kind of curriculum! Yikes!

Mangus:  a little pressure to do well in school is good...when any child knows they are expected to get good grades and do well,-- lo and behold,  most of them do it..  I remember a study from England about thirty years ago where the Professor took some younf Pygmies with bones in their noses, out of deep dark Africa and trained them to be medical professionals...Their minds were well capable of all necessary comprehension to become a doctor...Their skin was so dark it had even a slight bluish cast...Obviously skin color or shape of eye, height, flatness of nose  etc. has nothing to do with learning capacity among all humans... I also went thru the Catholic school system all the way thru college...I must say that the far majority of my teachers really loved their job and loved their students and wanted them to succeed....I do not believe that is true for most public schools---especially in florida...the florida rip the tourist mentality has affected their entire economic system so they rip each other with substandard schooling..

There is no such thing as a little pressure... Don't c'ha know ALL kids are equal now! Everybody gets a reward! That is the problem!!! there is no need to strive to do better- why? How discouraging when a child does exceed- he cannot be publicly re warded in front of his classmates! This happens in sports as well....The public school system is out of control...and the teachers aren't helping the situation...

it started long ago and is a deep problem...

Ghettos perpetuate ghetto mentality- it is true. MY son in Law is a Sheriff, I was born and raised in San Diego Ca.- I know about Gangs and the problems of profiling- but lets face it a guy in a red bandana is a blood and in blue is a crypt (geeze I hope that is the right way!) but even cops aren't supposed to profile!

No one wants to be racist! And you would never hear me say that just because of the color of the skin they are not as able as we- never! I have black family members- but they are also the most problematic members of the family- they are stuck in a system that does not work! I watch them do the catch 22 dance!

As you say ALL can succeed if they want to...Hey this is America after all- or so they would have us believe!

Public schools are a tool of cultural marxism, 1939 Frankfurt School, designed to brainwash the youth and produce a dumb population.....  ready to accept government paternalism and dependency. It's become a political powerhouse and a profitable enterprise for municipal, state and federal governments....   "all for the children".-

Public schools don't teach history as we know it. They are day care centers for kids. Kids are entering college without knowing how to study.

Clear standards uniformly applied... easier said than done... When too many PS students know that they are on the obama gravy train of welfare etc,  where is the motivation to improve and compete....??? Too many will sit back and laugh at the system...dance the hootchikootchie, have lots of illegitiment children, get medicade and enjoy a mddle class living standard at the expense of the rich...  they forget that humans are competitive or there is no progression...That truth existed long before Darwin and it continues to exist today..That "rich" gravy train seems to have moved overseas....so the vast middle class in this great country is being asked to foot the bill for a bunch of no-loads....even vp biden admits the mid-class is being ripped off....  All I can say to Obama and Biden is that you must always remember:  sometimes the TRUTH HURTS. i CERTAINLY  believe the US votership if far to smart and well informed to believe the dem. socialist blame-gamers...Mitt and Paul by a landslide....
