President Obama today officially unveils a 2013 budget that outlines his tax and spending priorities for the coming year, and doubles down on populist proposals central to his re-election campaign.

Obama will discuss his multibillion-dollar blueprint this morning at a community college in northern Virginia, a venue aimed at highlighting a new $8 billion job-training proposal, among other education-focused initiatives.

But with little chance that Congress will enact the agenda, and many of the included proposals already rejected, the presentation will be largely a moment of political theater aimed at projecting an image of the president as a "warrior for the middle class."

The budget itself puts meat on the bones of an election-year policy agenda Obama laid out in his State of the Union Address last month and in a fiery broadside in Osawatomie, Kan., late last year.

It calls for $1.3 trillion in deficit spending next year, including $350 billion in spending on jobs programs and $476 billion in infrastructure projects. Obama also wants to boost aid for manufacturing research and development by 19 percent above current levels, to $2.2 billion.

To pay for the spending, the president would raise $1.5 trillion in added tax revenue largely from higher taxes on wealthier Americans.  He would allow the Bush tax cuts to expire on families earning more than $250,000 a year and impose a new minimum tax of 30 percent on millionaires, which the administration has called the "Buffett Rule."

"We have tax cuts that go to people who don't need them,"  White House chief of staff Jack Lew said Sunday, defending the tax hikes on "This Week."  "We have tax cuts going to the wealthiest people in America who are going to have to pay their fair share."

To further reduce the deficit, the president is seeking $360 billion in cuts to Medicare and Medicaid and$278 billion in savings from non-health benefits programs such as agriculture subsidies and federal civilian worker pensions.

But despite such cuts, the president's budget would mark the fourth straight year that deficit spending exceeds $1 trillion and falls well short of his 2009 promise to "cut the deficit we inherited by half by the end of my first term in office."

"His budget for next year is more of the same," Republican National Committee Chairman Reince Priebus said. "It's full of more spending and more tax increases that have put this country deeper into debt."

"Instead of mortgaging our children's future, President Obama should have fulfilled his promise to cut spending," he said. "Unfortunately, this is another in a long line of failed promises that the American people won't forget when they vote to put an end to his presidency this November."

Lew denied Obama broke his promise, insisting Sunday that the economic crisis demanded emergency spending in the form of the Recovery Act.

"It cost money in terms of lost revenue and slower economic growth.  We're on track now," Lew said. "We've seen several months of sustained economic growth and job creation, but we're not out of the woods yet."

By the time Obama is in his 2nd term there won't be much left to do in finishing his European restructering of America. Won't that be great? :(   Did you know in England the government "pays" parents to keep their kids in school? Hello! Wonder if they pay someone to wipe their a**? 

YoooHoooo! Republican Party are you there? This is the message I am sending to DeMint, Graham and Gowdy in SC to find out if they still have blood flowing through their veins. DeMint has spoken up about the payroll tax expiring but it sounds more like a whimper than a shout. We are in stage one of inflation yet, no one is yelling. Gas, food and energy bills all up and the GOP is hiding. The Catholic Church came out and said BOO over contraception, WOW, then they fizzled to a whisper. The GOP said BOO and disappeared. The President is the battering ramp and the GOP is the door they are splintering. Economically we are back in the Carter's reign yet, the flow of printed money is covering the ravage and no one in the GOP is speaking up about the cover-up. He is still the President of spend, spend and spend until you drop even if the taxpayer creditcard is maxed out.
