Paul, the missionary is instructing younger Timothy on his missions travel about the importance of prayer. Prayers for all of society "for all people" his travels would take him from Jerusalem through all of Asia-minor He would be praying for Jews and gentile, Christians and non-Christians, the whole of society. Verse two Paul gets more specific pray for the kings or we may say the city council, the mayor, the county commissioners, the governors even the president.
Then concludes why "that we may live peaceful and quiet lives" and more over that we be examples of "godliness and holiness."
The Church; the body of believers from sea to shining sea, In city to city and under every steeple in the fruited plain. It is the very essence of the thought to "crown Thy good with brotherhood" to pray and foster tranquility.
"Make every effort to live in peace with everyone" Hebrews 12:14 Most schoolers I have read encourage the readers of Hebrews to receive it at face value, it promotes the teachings of Jesus with simplicity of any of the disciples of Jesus that answered the call "follow me." One could say live without strife or with tranquility. Simply put we may say, practice what we preach!
Leviticus in the old testament is sometimes called the book of laws. Chapter 26 verse 6 says in part "I will give peace in the land" yet the chapter begins with what things must be observed, practiced or obeyed to receive such peace in the land.

As believer we can't pick and choose who we pray for or if one finds ones self unsure of what to believe one can't pick and choose the laws. Even if I find this judge just or that judge unjust I am bound to pray for each equally. As justified as we may feel that a law or commandment is unjust we don't have the right disobey.
Let us live peaceably with one another.
